Bylaw 1628/23 - Amendment to Land Use Bylaw 1385/17 – Redistricting of a Portion of NW-6-57-23-W4M (Lot 1, Block 1, Plan 1722474) - Second and Third Readings

  That Council give second reading of Bylaw 1628/23 as amended.

Bylaw 1623/23 – Amendment to Land Use Bylaw 1385/17 – Redistricting of a Portion of SE-2-55-23-W4M (55010 Range Road 231) from AG – Agriculture District to AG2 – Agriculture 2 District – First Reading

  That Council give first reading of Bylaw 1623/23.

Recreational Vehicle Storage Moratorium

• Recommended Motion:

  That Council place a moratorium on amendments to the Land Use Bylaw to redistrict agricultural zoned land to RVS – Recreational Vehicle Storage, or Direct Control districts intended to support development of RV storage, until appropriate locational policy within the Municipal Development Plan is developed and considered.

Contract Awards: July 19 to August 21, 2023

• Recommended Motion:

  That Council authorize the transfer of $310,750 from the Road Network Reserve to fund selective rehabilitation work specific to drainage issues in Cardiff Echoes.

• Recommended Motion:

  That Council authorize the Chief Administrative Officer to execute contract awards for the Estate Way Road Reconstruction and Surfacing, Bridge File 00889 (Township Road 564), and Cardiff Echoes Selective Rehabilitation projects to the respective recommended compliant bidders.

5.6

Funding Request for Emergency Repairs to Bridge File 00839 (Victoria Trail Bridge)

  That Council authorize the transfer of up to $250,000 from the Road Network Reserve to fund emergency repairs for Bridge File 00839 (Victoria Trail Bridge).

Bylaw 1629/23 - Estates Way Debenture Bylaw - Second and Third Readings

  That Council give second reading of Bylaw 1629/23.

2023 Tax Recovery Reserve Bid (Public Tax Sale Reserve)

• Recommended Motion:

  That Council approve the conditions of sale and the reserve bid identified in the 2023 Public Sale of Land Report at market value as prepared by Sturgeon County’s Assessment Department for the Public Tax Recovery Property Auction to be held on November 30, 2023.

Enterprise Resource Planning (ERP) Project Update and Resourcing Requirements

• Recommended Motion:

  That Council approve funding for the Enterprise Resource Planning (ERP) project resourcing requirements in the amount of $1,132,000 from the General Operating Reserve.

County Connections Newsletter (Mayor Hnatiw)

• Recommended Motion:

  That Council direct Administration to restart the bi-annual publication of the County Connections Newsletter.

• Recommended Motion:

  That Council allocate $35,000 from the General Operating Reserve to publish one edition of the County Connections Newsletter in the Fall/Winter of 2023.
